Youngstown police charge homeless man with open container, making threats

YOUNGSTOWN, Ohio (WYTV) – Police arrested a homeless man after officers said he threatened to kill them because they issued him an open container citation earlier in the day.

James Kula, 51, was charged with open container around 7:30 p.m. Wednesday. Police said he was sitting on the steps of the Seventh District Court of Appeals drinking a beer in a brown paper bag. According to a police report, Kula first tried drinking the beer when questioned by officers and later poured it onto the sidewalk.

Later that night, officers were called to Federal and Hazel streets in Youngstown for reports that Kula was screaming threats downtown. Police said Kula threatened to kill police officers and burn down the Rescue Mission.

He was charged with menacing and taken to St. Elizabeth Health Center for an evaluation.
