Warren police officers disciplined after use of force investigation

WARREN, Ohio (WYTV) – Two Warren police officers were disciplined following an investigation into an excessive use of force complaint.

Officer Jason McCollum was terminated from the Warren Police Department on May 5, and Officer Christopher Martin was suspended for two days for failing to report the use of force. The police department found no wrongdoing in regard to the force that was used during the arrest.

The complaint was filed by Jimmie White on December 23, 2015, following his arrest in May of that year. White alleged that his arm was broken during his arrest, following an investigation of a disturbance on Atlantic Street NE.

In a complaint summary, he said the reasons for his complaint were due to “excessive force,” “Miranda advisement” and “rudeness.”

A disciplinary hearing on May 4 found that McCollum failed to complete proper reports after witnessing the use of force by Officer Martin. The failure to report the force went against Warren Police Department protocol, according to a letter sent to McCollum from Warren Police Chief Eric Merkel.

Merkel also said McCollum wasn’t truthful during an investigation of the incident, saying that White did not complain to him about an injury or ask for medical attention at the county jail. He said McCollum also stated that White was handcuffed without a struggle.

“While I am fully cognizant of the potential difficulty in recalling specific detail after a lapse in time, I find that your version(s) of the event were not a result of faulty memory but rather a self-serving, misleading, and inaccurate account of the incident,” Merkel wrote.

Merkel said Martin failed to complete a report as well, and failed to notify his supervisor after allegations of unreasonable force that he had used to make the arrest.
