WARREN, Ohio (WYTV) – Warren Police Department officers found a two dogs outside a house in the city Sunday, both without food, water or insulation, and one with a severe neck wound, according to a police report.
That report states that police received a call about two dogs being abused on Oak St. SW and observed them in two separate, uninsulated dog houses during Sunday’s cold temperatures.
The owner at the house said that the dogs were well-taken-care-of and would be fine outside. He agreed to take the male dog inside and gave the female dog, with the neck wound, over to the care of the Animal Welfare League.
