EAST LIVERPOOL, Ohio (WYTV) – The State Employee Relations Board on Thursday dismissed an unfair labor practice complaint filed against the teachers union by the East Liverpool Board of Education.
The school board filed the unfair labor practice complaint against the East Liverpool Education Association in March, alleging the union violated the Ohio Revised Code by unilaterally issuing a press release that disclosed bargaining information and contained “disparaging remarks” about East Liverpool Superintendent Melissa Watson, according to a news release from the ELEA.
SERB’s official response included the following statements: “No probable cause existed to believe charged party violated Ohio Revised Code 4117.11. Information gathered during the investigation revealed that the press release did not contain specific bargaining proposals, either financial or non-financial.”
ELEA spokeswoman Trisha Hutton said in an email: “The ELEA is happy that SERB has dismissed the Unfair Labor Practice charges against us. At no point has the ELEA attempted in any way to violate or circumvent the law that governs the collective bargaining process or our ability to communicate with our members or the
community as a whole. Furthermore, the ELEA is still willing to return to the negotiations table with Superintendent Watson and the East Liverpool Board of Education. We would love to reach a mutually agreeable contract, and start the next school year off in a positive manner that would promote a supportive teaching environment and a healthy learning environment for all students.”
The teachers union continues to wait for a decision from SERB regarding an unfair labor practice they filed against the East Liverpool Board of Education in April regarding the Board’s implementation of their last offer.
The East Liverpool Education Association represents approximately 185 teaching staff. The collective bargaining agreement expired Aug. 31, 2014.
