A shortfall in the amount of federal stimulus money expected in Warren means the cops program won't receive enough money to pay for 35 police officers. Instead, the department is only getting enough money for three officers.
Meanwhile, Mayor Mike O'Brien hopes to begin talks with the patrolman's union about possible concessions, so the city will not have to lay off any more cops.
The mayor adds that, on Thursday, the city's top managers agreed to a wage concession program similar to one accepted by the firefighters earlier this month.
