Warren Officer Faces Two Investigations for Misconduct

Richard Kovach is a respected police officer who has been with the Warren Department for a dozen years, but he's been in the media spotlight ever since an incident in September in which he used a taser gun several times on Heidi Gill of Howland. Before that matter can be dealt with, a prior claim has also been made against Kovach for his treatment of 23 year old Tim Brown. In August, Kovach detained Brown because he mistakenly thought he was involved in murder.  Kovach is now accused of unlawful search and seizure, and violating police ethics.  He went before the police chief today on that matter. 

Chief John Mandopolous says, "If we have a bad cop we will deal with it. If we have a bad situation, we will deal with it. The thing to keep in mind is that police officers have the same rights as citizens." 

The case will now go before the safety service director who will decide Kovach's punishment, if any.
