Warren's fire department has voted to approve concessions, likely preventing any layoffs in 2010.

Sunday's vote passed 33 to 15.

As part of the deal, firefighters will pay 10-percent of their health insurance and two-percent of pension pick-up.

A minimum of 11 firefighters will be staffed per shift.
