A Warren police officer, accused of tasering a woman several times, will not face federal prosecution.

The Civil Rights Division of the U.S. Department of Justice sent a letter to Officer Rich Kovach last month saying the evidence in the Heidi Gill case did not establish a prosecutable violation of the federal criminal civil rights statutes.

The dash camera video from Kovach's cruiser shows him repeatedly tasering Gill in September of 2007.  Gill was arrested on several charges, including disorderly conduct, but those charges were later dismissed.  Kovach was suspended for 60 days.
