The much awaited internal report into a Warren officer's alleged use of unnecessary force has been released.  The report states Richard Kovach did use unreasonable force towards Heidi Gill. He will also be charged with violating police code and ethics, as well as prisoner rights. Kovach arrested Gill on September 2nd for causing a disturbance at a local bar. He reportedly tasered her five times, the last shocked her unconscious. She has since filed charges with the Warren police department. Kovach is also facing charges for another incident in which he's accused of unlawfully searching a car. Kovach faces a disciplinary hearing on Friday.
