"I just was totally floored. Totally floored," says Tom Heiss. Tom Heiss and his sister Debi say it's like a nightmare that never ends.

It began in 1991, when Kenneth Biros brutally raped, murdered and dismembered their sister. "We couldn't even bury her whole," says Debi Heiss. "He's a monster. A torturer."

"He definitely inflicted a lot of pain on my sister," says Tom Heiss. "Ninety-one times, stabbed and cut parts of her body off before she even died. And five more wounds after she was killed. Now come on. There's a time to put an end to it."

That end was supposed to come in December, but now it looks like Biros will remain on death row while the state reviews the lethal injection process. The family says Biros has already cheated death once. In 2007, he ate his last meal and was about to be executed when he received a last minute stay. After nearly two decades, though, Tami's family says enough is enough.

"My father's already gone," says Debi. "Andy, Tami's husband is gone. We've lost so many people that deserve to see this justice served. And this is ridiculous."

"Put him on the table December the 8. Give them 91 chances to find a vein and if they don't then cut his head off. That's exactly what he did to her," says Tom Heiss.

Tami's brother and sister tell me there is still a chance Biros will be executed in December, but only if the governor is able to come up with a new lethal injection protocol in time.

They're asking folks to please write to Governor Strickland and ask him to keep Kenneth Biros's execution as scheduled.

The public is sick of these characters filing these appeals regarding their constitutional rights. Once you have been convicted, your constitutional rights should be over and you serve your sentence, whatever it may be, but certainly not decades of penpals and candy. How can we ignore the constitutional rights of the victims when bending over backwards for murderers? We need legislators willing to battle and take out the these time delays from the 1970s.

Yeah, this piece of human waste really needs to die. I'm appalled that he can appeal his injection on the grounds that it will hurt. Actually, I HOPE it hurts. He didn't have that consideration for his victim, did he? Execute him!

It is wayyyy past time for this piece of scum to pay for what he did! It won't have to cost the State a dime, you can buy a bullet for 2cents! Hell I would be happy to donate a whole box!!
