Cop Accused of Beating Disabled Man Investigated Before

After two public records requests, Youngstown's 911 center Thursday released a recorded conversation between a dispatcher and an officer who was at the scene the night a disabled man said he was beaten by a cop.

Records also show Officer Robert Jolliff has been similarly accused before and is now off work.

The conversation was made on a recorded line and happened about an hour after Willie Daniel, who is paralyzed from the waist down, says he was beaten and dragged out of his vehicle on Wilson Avenue following a crash almost two weeks ago.

Daniel said Jolliff hit him the face while he was handcuffed. During the conversation, the dispatcher asks Officer Aaron Coleman what happened to Daniel.

Coleman: We had to take the guy to the hospital.
Dispatcher: Why you guys beating up on handicapped people?
Coleman: I didn't put a hand on him, why who told you dude?
Dispatcher: I know things. He will be alright.

The department is currently conducting an internal investigation on the incident. 

A public records for Jolliff's prior discipline showed 12 prior internals in the past eight years. The internals ranged from conduct unbecoming to an officer and excessive force. He was cleared on at least half. The outcomes of some are unknown.

Meanwhile, Jolliff is now off on sick leave. Police officials said he became ill and fell during his shift Wednesday. Officials said he may be placed on an a workers' compensation leave.

Attempts to reach Jolliff were unsuccessful.

I have said it once and I will say it again, "You can do nothing against the truth, but for the truth." As you see the truth is showing through the lies of corruption. Why would you get ill after beating up a unarmed, disabled man? Why would you fall down at this time when we had snow and ice for weeks and you stood your ground then? Why don't you just admit that you are abusive and retire before you cost the city money that they don't have. Are you one of the police who have been shooting unarmed dogs in Youngstown? And how many other things have you done that have been covered up in the past? It is now time for a change!

The taped 911 call doesn't put YPD's finest in a good light either. Why would anyone laugh about a disabled man getting beat at the hands of a police officer? And, this cop going on Workman's Compensation? I think someone from Workman's Compensation should come and investigate what sure looks like fraud now. What the hell is Youngstown coming to when a disabled man is beaten by police who were sworn to uphold and protect Youngstown's citizens?!

this is crazy he beats up a helpless man who is disabled from waist down and now he doesnt have to work and will still get a free check how pathetic is this. my heart goes out to this man and his family
