A Trumbull County man, on death row for the brutal rape, murder and dismemberment of a Hubbard woman, is again asking for a delay in his execution.

Kenneth Biros filed a motion on Monday, claiming he is still part of a federal lawsuit challenging the state's lethal injection system.  Biros also says he wasn't properly indicted under capital punishment law and should not be put to death.

Biros raped and killed 22 year old Tammy Engstrom back in 1991, and then scattered her body parts throughout Ohio and Pennsylvania.

Just last month, a federal judge denied Biros' claim that lethal injection is cruel and unusual punishment.

This is Tami's sister, Debi. He was originally sentenced to the electric chair but was supposed to have a choice back in the day, the chair or the needle. We all knew he would opt for the needle anyways, spineless piece of SH** that he is. But he lucked out because the state put it out of commission after his incarceration, and by the way, after they put $100,000 into it to refurbish it. Total Bull****
