Mahoning County Commissioner John McNally is suing both county Prosecutor Paul Gains and county Administrator GeorgeTablack.
McNally said they haven't turned over public records about Oakhill to him and are violating state law.
The battle over Oakhill began in 2006 when the county first decided to purchase it.
